Bit of a late reply but I ran into the same problem: reloaded a save and chose only the mean options when speaking to Dean and it worked.

All my years of playing and I never knew this. Cool to learn something new after all this time.

Yep lots of great beautiful weapons ruined in 4....my favorite is the ballistic fist in NV.

I don't like the gatling laser in Fallout 4, it looks like some jury rigged prototype. Could someone make it like it's nice Fallout 3/NV self?

always did like that outfit and it fits in the fallout world nicely

They should've had rideable Giddyup Buttercups in NV. Traders could've used them for wagon caravans, and the Legion could've used them for battle and even chariots.
