Could someone make a in depth guide on how to make custom perks? Like every time I get a successful block it gives me back 10% mana

I'm new to using the CK app and so far have only made one follower. I was interested in making another but giving it restrictions into not using any physical weapons at all; so if a player downloads my mod and give the follower a Iron Sword they won't equip it unless the player themselves brings up the console or going into CK.

I've done some searching on this but couldn't find anything. Is there a way of increasing the speed of switching from one weapon to the next or weapon to spell and vise versa?
