Are you in the middle of a quest that requires someone to go through it with you? I had the same problem when I dismissed someone to have another person follow me, but they were saying that I already had someone with me. Turns out, I was in the middle of the Companions "Proving Honor" quest where Farkas goes with you as part of your initiation. After I completed that quest, I was able to get my follower to come with me. There are some other quests that have people following you to finish them, so maybe you are in the middle of one? I had this issue to and I ended up fast traveling to Whiterun, fast travelling back, and then putting on the stormcloak gear they gave me and that seemed to make it show the "reporting in" option. Don't know if it was just putting on the gear, or a combination of the time passing from quicktraveling and leaving the area or what, but it worked for me. GL

I didn't have a dragon attack, but I couldn't get him to talk to me to where I could "report in". What I did after waiting almost 2 full days (and I don't know if it was one, the other, or both that helped) was quicktraveled away (I went to Whiterun), quicktraveled back, put on the Stormcloak armor that Ulfric gave you right before sending you here, and then talked to him and it allowed me to "report in". I don't know if it was possibly waiting two days and quicktraveling or putting on the armor, or a combination of some of those, but it worked for me and I can continue on normally.
