Because that's not the atmosphere of the game. It's a post apocalyptic survival and exploration game, not a war game. Try War of the Commonwealth though. It doesn't add any kind of organized war, but you better watch where you're going and thoroughly survey an area from afar before moving in if you don't have the firepower and defense to potentially take on multiple groups of enemies on at the same time. You'll see NPCs fighting each other a lot more often. Yeh, I´ll take a look for it. But talking about the atmosphere, the game is based on a post ww2 world it´s set in an alternative 40´s or 50´s

Why the people seem to be not interested in this type of atmosphere?
