I've always downloaded my mods this way...what has everyone else been doing?

Special Edition was still free to anyone who already owned Legendary Edition, or all the DLC(ie almost everyone on PC). That's like saying, in a buy one get one free sale, that the second one isn't free because you have to buy the first one...
