I have been having the same problem, it ruined my previous Assassin/Mage/Vampire play-trough in fact. However I have remembered something... If using Mod Organizer, there are 2 "varlet", since there are 2 "skyrim.ini". One is in the normal C-drive (or at least that is where mine is), and the other is in your mod organizer folder. For me it was "C:\Users\NAME\Desktop\ModOrganizer\profiles\PLAYER NAME\skyrim.ini". Your file is probably some place different. Maybe only deleting the one in mod organizer is necessary but I deleted both just to be safe!

I hate to revive a old post, but I am starting to get the same issue, and so far this is the only post that I have found. So anyways, did you find out what caused it?
