Here's one idea Take 10% of the national tax, and set it aside to give to those who need expensive medical treatment that is either not covered by their insurance, or who do not have health insurance. send a man or woman, (who is not tied to politics, and who is trustworthy and honest,) for every 500 to 10000 square miles (Depending on population,) and place him or her in charge of justly distributing this money to the needy. Let him or her hire good helpers, as trustworthy as him or her, and have these insure the money is given only to those who need it and that the money is used as such. Like-wise, take 10% of the taxes in each state, and give it to those who can not afford assurance, and wish to do so. Place a honest and trustworthy man or woman in charge of this money, one for every 3-10 counties, again, to be determined by population, and likewise, let him or her hire honest and trust-worthy men and women to over see that the money is given to those who honestly need it and for the right purposes. Let this money be used for things, such as prescriptions, vaccines, and emergency treatments, as well as dental care. Place strong consequences on any who purposely misuse this money, such as to get prescription drugs to sell on the market. For everyone else who can afford it, let them buy their assurance freely, and force them not. Place necessary requirements on companies to prevent them from denying anyone due to per-conditions, and to insure they keep a fair price for their services. Let them compete on the market, but make certain they do not scam their customers. Of course, this is a plan if you want the government to help out, while not interfering with your rights. Using this method might work, but implementing it in a nation with trillions in debt, corrupt politicians, and various other problems would be the challenge, especially if avoiding tax increases, however, it can be done.
