I fixed the problem by turning the refresh rate from 120 to 60 in the Nvidia control panel. No more water stutter or items shaking inside. It has no effect on Skyrim. And is an easy change.

I do appreciate the help. I did find the effect itself in the creation kit separate from the enchantment however I am not sure how to to do the script to make it work.

I would like to add the shader effect from elemental fury to the tessaiga in from this mod. I don't want the enchantment I just want the visual effect. http://www.nexusmods.com/skyrim/mods/50395/?

You have a scripting issue. Use the script cleaner as mentioned. If that doesn't help not much else will. The payrus log is essentially useless.

God I wish Skyrim had the combat system of Chivarly. That would be great.. Assuming of course the enemies were decent..

I realize this is an odd request. If anyone can give me a basic idea of how I'd do that I will give it a go, no experience with the CC but I am sure I can manage if no one else can do it. If you do can do it, or help me I would really appreciate it.

Please post your load order. Download either the LOOT tool or BOSS run it and copy and paste the log under spoiler tags.

Your load order is a mess. What are your specs? With that many mods you'd need incredible luck and a high end PC to be stable. Try verifying the game cache, unistalling mods that you need and if all else fails a reinstall might be necessary. But really you should simply uninstall all mods, check for left over files. And very game cache and then install mods very selectively. I tried doing what you seem to be doing.

Did you change your directories for skyrim or Nexus mod manager?

Are you using an ENB? I am using Phinix ENB, I had this issue I solved it by enabling transparencyAA and disabling all the others. I also reinstalled all my my texture packs and I am 20 hours into a new playthrough since then with no trouble. I get a CTD maybe every few hours.

Thank you so much the change in the ini was exactly what I wanted. But for whatever reason kept looking past it. I use FRAPs as I was told it will capture any and all of my post process effects from ENB. And it seems to. Again thank you guys. Now I don't have to clean my Skyrim folder of pictures every day...
