I frequently have a problem of my items, weapons and armors, popping out of the display cases. I wanted to ask if a mod could be created so that when items are placed in Display Cases the cases could be re-locked. I have searched to try to find if such a mod exists but I have not found one.

Considering this is a very late reply you may have already tried this mod. If not, there is an Unlimited Wear mod you can download from here: http://oblivion.nexusmods.com/mods/10527 I have not tried it myself so I don't know how well it works if it works at all.
