What could be more stupid than targeting mobile users? After all, we download mods to the phone and then transfer them to PC, yeah

После удаления игры остаются файлы модов, их steam не удаляет, так как не он их ставил. найди папку игры Program Files\Steam\steamapps\common\Cyberpunk 2077 и удали, после чего уже перекачивай заново. Либо, чтоб было быстрее, удали все кроме Program Files\Steam\steamapps\common\Cyberpunk 2077\archive\pc\content и запусти проверку файлов
