My download speeds vary between 70-105kb/s since the beginning of December. I'm a premium user. There is is nothing wrong with my internet connection, its only on this site. Is this the new norm?

Id like to see a mod that adds attributes back like in the old games. I'm aware of the Attributes of the 3rd era mod but it is outdated and has compatibility issues with newer mods.
