cant anyone help me?

I followed tutorial video. Double checked it four times. Everything is programed right. When the courier comes up to me... Tells me he has been looking for me... Says he has somethign for me... Looks for it... then tells me that's all gotta go. Yet, he does not do the dialog He does not give me the note. When I catch him before he gets to me and I check his inventory with "openactorcontainer 1" his inventory is empty. Why is he being triggered when he doesnt have the note to give me?

Using the same video, I can get him to come to me but he will not even give me the note.

I have everything working just fine... Quest log entries... Have the map marker and everything... I just cant seem to get the quest tracker to work... Can anyone help me?
