No there is no way that I've ever heard of as of yet. You can simulate children by altering ncp size and facial feature, but to have a baby would require a totally different skeleton, animation, and textures. You'll have so many babies - 400 babies! ;D rofl, I so love that ad! :D I think the most difficult thing on doing babies (duh!) is the animation - but it completely depends on how these are used. I think having a baby in a cradle or something like that (type clutter) would be much easier than an autonomous npc type object moving around and executing scripts. A simulated baby would be your best bet. Even if the babies were to be made, having an NPC interact with them would be a whole new ball game. Can you imagine trying to get an NPC to carry a baby? It's only logical for the thread starter to request growth and social interaction and all that jazz. And that's just... Ugh. And even if someone'd bother to create all that. At first I imagined a baby strapped like a 1-handed sword to the hip then being unsheathed (unblanketed?) and pointed at someone. Now I'm imagining it on the back like a 2-handed sword. That makes me think of a papoose carrier. LOL On the other hand, I don't know about animations and sounds, but it seems to me that a wearable baby prop could be parented to the back and use a ring or tail slot.
