Wrong Magical Effects on NPC Skin

I might be off base, but that looks like it could be one of the flesh spell effects. You might make a hard save, use the console to give the NPC a different flesh spell than the one they use and enough magicka to cast it, and then see if the effect changes to something that looks more like that particular spell. (ie: oakflesh looks like tree bark on their skin. Stoneflesh makes them look like stone.) Then, when you're finished testing, you can revert to the save, to either play on or continue your investigation.

Thanks, I will test it with your idea. I'm not familiar with this command so I'm guessing from your description that you meant "cast" https://skyrimcommands.com/command/cast .

You would use the help command to find the spell

help oakflesh (or possibly help "oak flesh") I can't remember offhand if it's one word or two, but any two word search needs quotation marks. Once you get the spell ID number, use the console pointer to select the NPC and type

addspell (ID number without parentheses)

then you can use the getav command to check, and the setav command to temporarily set their magicka, so

getav magicka

setav magicka 1000

then take them to where they can use the spell.

Thanks, I took your advice and cast a few spell on her while under different light conditions via console. I tried flesh spells and results are similar to my issue. They seems off to me and I'll check skin, light and ENB which I used previously and didn't cause an issue for me.

Any other advice to narrow it down are welcome.
