Fallout 3 crashes on 2 occasions

For some reason, Fallout 3 will freeze when selecting a perk on leveling up, and sometimes at the main menu, when the Bethesda logo comes up. I want to know whats causing this, I've disabled several mods, but none have seemed to help.

For some reason, it refuses to let me move any files in the load order, i've changed the order before just by dragging the file, but for some reason i cant do it.
