Slow loading ground textures

As the title says i have a problem with Skyrim ground textures loading to slow. I don't mind if i see grass pup ups and small things like that but what bugs me is that road and mountains pup out after i stand on them.
At first the problem wold go away when i set Skyrim to high priority but now after i reinstalled windows and installed Skyrim wit the newest patch the same thing happens on high priority.
Pleas help i cant play like this.

I dont know if this is the same problem, It just seems like it takes like a whole second to load in certain areas after the load screen. Especially in Whiterun, but it happens in a few other places. Not sure what the issue is though >.<
