leveled list install popups appear everytime i load a save, under esp limit

a few months back i was hit by an explosion in fort hagen and crippled, but after using a stimpak to heal the effect remained and i was unable to enter third person. so i reloaded a save and it showed the options menus for leveled list integration for all the mods i used, my weapons and armor were gone and my character was bald, in my pipboy a bunch of random armor was missing. i started a new game but it kept happening. i gave up and decided to go through the options everytime i started the game and reaquire my missing stuff each time. it stopped on it's own after some time. i had to start another new game for unrelated reasons and it worked normally, but now it's suddenly doing it again.

i searched around and found out it's caused by being over the esp limit, except i am under the limit. also i woke up and started mo2 and i swear my esp count was lower than the night before.

i currently have 439 active plugins total, 253 esms/esps and 186 esls.
