graphics mod crash new vegas

i wanted to use ojo bueno with my setup of about 60 mods but the game kept crashing when i left doc mitchells, but i quickly isolated the problem and realised that it was ojo bueno that was crashing my game and without it my game was fine. i tried installing nmc instead and that crashed my game too. can anyone help me with this? im using vortex to mod the game and really want to use ojo bueno. i cant give my load order (although im not sure it matters because it works fine without ojo) but i can give my specs:

i5 9400F

1650 4gb ddr5

16gb 2x8gb 2666 mhz

EDIT: i tried playing with just ojo bueno installed and nothing else and the game still crashed upon leaving doc mitchells, i tried ojo high and ultra both with the same result

EDIT: i literally tried every graphics mod i can find and they all do the same thing

Please show your whole load order, including things like NVSE, JIP, and any other plugins. Your computer specs are well above mine. I am using the NMC small texture pack. What size did you try?
