FO3 Graphic bug need help

I'm having an issue with my fallout 3 graphics settings(or so I believe). I am playing on Ultra settings with latest drivers, my specs should be more than enough to handle FO3, this is not an issue of fps, I'm getting good enough fps. I have a few mods installed, some texture mods and few others, but this problem happens even with vanilla version.

The pics below will show you what my problem is, I don't know if you would personally consider this a bug or problem at all, but I find it very annoying.

Pic 2 shows what my game looks like near all the time, Pic 1 shows what I believe the game is supposed to look on ultra and what I would want it to look like.

I've circled the clear differences between the 2 screenies on pic 2, the game graphics look very edgy and not smooth like they should be. Sometimes the game ends up looking like Pic 1 at completely random times & spots(finally managed to screenshot it :pinch:) and then it reverts to what is seen on Pic 2. I think you get my problem now then, any help would be much appreciated. Btw I am running the Disc/Windows Live version of GOTY

Sorry they are not in perfect sync

Pic 1

16gt RAM

Nvidia GTX 560 ti

Win 7 64-bit

Picture 2 is showing more detail and that is how I would want my game to look. All the areas you have circled are added detail. If you don't like the way it looks, just lower your graphics settings.

Specifically what settings should I lower to make it look like Pic 1? I don't think I have to lower all of them...(?)

Well from I can tell, Pic 1 has better Anti-Aliasing; Pic 2 has better view distance.

Play around with your object fade and AA settings to get it your liking.

Ok I tried messing with the graphic settings and nothing seemed to work, but eventually I ended up trying to change the games resolution and switch it to windowed mode and that seemed to do the trick. It seems I can't fully enjoy the game on 1920x1080, which is a shame because other resolutions like 1680x1050, 1600x1200, 1650x1024 and any other resolution will just crash on launch unless I use windowed mode. Too bad I really don't want to play in windowed >.<

Anyway thank you guys
