Switching Hard Drive's

tomorrow im getting my laptop repaired and a new hard drive. Now my question come's if its safe to transport all Steam game's without having to reinstall them? And other programs?

I tried it and it worked without downloading gigabytes of game assets again. What I did was: I moved the game folder from the Steam common directory on my 'gaming' computer to the 'common' folder of the Steam installation directory on my notebook. Then I clicked on the Install button on the Steam client running on my notebook. Steam said something about looking for existing files, it displayed a progress bar, but since all the files were already present, it did not download anything, and the Install button turned into the Play button and I was able to play.

 

Make sure that Steam is correctly installed on the notebook, and then you should not encounter any problems.

The guy who is going to fix my laptop is a friend so i was thinking giving him my steam account pass and such so he can install New Vegas on the new Hard drive and then move all my file's on the new hard drive......is that a easier way?

Have your tech clone your old drive onto the new drive and it will be as nothing ever happened, unless your old laptop has a different operating system. To advise any further, would need to know your exact directory structure for your steam folder.
