Yes and I even tried turning the setting off and on again just to see if that would work

I am not seeing anything obvious in your load order..... Do you get the crosshair while wearing power armor?

dunno, haven't bothered trying, can't really just go everywhere in power armor on a new game.

So it turns out the crosshair is disappearing whenever I either kill or hit someone while using ironsights, and reloading a save made even after the iron sights disappears makes them come back

Gotta be something in your load list the modifies the HUD. Don't know which one that would be though.

It's weird because they're all mods I've used before, also it appears that the game only sometimes removes my crosshair which makes it difficult to test which mod is doing this

Did you try extracting the vanilla interface (.swf) files from Fallout4 - Interface.ba2 (the vanilla interface archive file) into your Fallout4/Data folder?

 

Open Fallout4 - Interface.ba2 with Bethesda Archive Extractor or Archive2 and extract its content to Fallout4/Data. The interface files needs in Fallout4/Data/Interface. (Upon extracting, the Interface folder should be created). It should look like this: C:\Games\steamapps\common\Fallout 4\Data\Interface\HUDMenu.swf.
