Strange texture issue

First off: I'd like to say I'm completely new to modding as a whole so go easy on me.

 

Anyway, I've been experiencing this strange issue with textures in the wrong place recently on a fresh save. It seems to be something with the Freeside sign too for some reason. I've tried making a new save, deleting/disabling mods that I thought could be causing it, and validating files through steam. Don't know if the mods I have installed have something to do with it or not so If my mod list is needed just ask. I also included a screenshot to show what I mean. It's nothing game breaking yet it is still annoying to see. If anybody has any suggestions on how to fix it I'd greatly appreciate it, thanks.

That depends on what mod manager you're using, in FOMM and NMM it's under tools, I don't know about Vortex.

I use Vortex but I think I found it, didn't seem to work though. Thanks for the suggestion though.

The picture was taken inside of Goodsprings but it's happening everywhere else, mainly with the mountains/hills. it also seems to be a distance thing since when I get closer it goes back to its normal textures.

It's LOD thing but I've never seen it do that before, at least not on that scale. I'm not sure what to suggest other than verifying the games files and/or reinstalling any texture mods you have installed.
