Can't type quotes ("") in the Console

Problem
In the Console window I can't use quotes ("")
While trying to find ingame item ID's using the (help "Iron Dagger" 4) I am unable to use the quotes you need to filter with useing spaces.

I am able to use the " anywhere else but in Skyrim SE and skyrim 2011
Other games or aplications seem uneffected

I have tried
- Binding the ["] key to the ingame inventory key to see if the key works, same with shift
- Changing my system keyboard settings
- Switching keyboards
- Checked my Device manager for eHome Infrared or IR Receiver, I dont seem to have these
- Running Skyrim SE and Skyrim 2011 with administrator
- Checked Falout 4 & Oblivion to see if it did work there, I am able to use quotes in these games
- Fresh game install of Skyrim SE without any mods
- Validating steam files

Modmanager: Vortex

CPU: Intel® Core i5-9400F CPU @ 2.09GHz
RAM: 32.0 GB DDR4
Graphics: GTX 1660 (6GB)
File Path: D:\Games\SteamLibrary\steamapps\common\Skyrim Special Edition & D:\Games\SteamLibrary\steamapps\common\Skyrim

Extra
This is the second time this happens and in the past randomly fixxed itself, but this problem reocured after a fresh install of windows 10.
Some weeks have past and it still doesnt work, If anyone might have any suggestions that would be highly appreciated

Check to make sure you didn't accidentally change your keyboard to a different layout.

 

I also see comments about hitting space after the quote key and it showing up, or typing the single quote and getting the double quote instead.

My keyboard is on the US QWERTY, the none international version.

I do use shift + ["] and then hit space, it worked within skyrim before but only the spaces appear.
Typing the single quote doesnt seem to do anything, nothing happens or seem to show.

I have had this once too. It was on Skyrim SE, on Skyrim LE and FO4 it worked as normal. .

Don't know what causes this bug. I also validated the steam files before.

I only was able to fix this to start a new game in a new profile in Vortex.
