Behind the scenes Mod Managers

So playing MW and OBV for the umpteenth time, I wanted to write a simple mod manager (for me - I like doing some basic programing on the weekends).

Can someone explain how mod managers actually work?

Or at its core, do they just help facilitate coping zip mod files to the data directory, watching for conflicts etc?

 

I checked some open source ones, but they are for other games not really related to the TES games.
