HeyYou
Yep, should run fairly well. Think I would avoid going heavy on texture mods though. :)

Other than that it should do nicely.A load accelerator should be one of the first mods to install, as the game doesn't handle SSD speed very well by default.(so loading, especially with a lot of (texture) mods, will take forever, where it should be the blink of an eye)

I ran a heavily modded game with 8gb.... Windows actually does a fairly good job of handling ram, and using an ENB or F4SE memory fix helps quite a bit as well. I do indeed use Load accelerator though. DRAMATICALLY reduces loading times...... (and I suspect it would work regardless of what type of drive you have. The game, for some stupid reason, ties loading to frame rate.) Edited November 3, 2021 by HeyYou

Hundreds of 21,3MB 4K textures (that's roughly 4x a 2K) do. Although video ram is more important (as is the GPU).My 16GB i7 GTX780M did a perfect job with fallout 4, even with ultra settings, but it definitely couldn't handle anything heavy on graphics (or bigger textures) above that. ...but my 64GB i9 RTX2070super even handles a bunch of 16x8K textures on top of the 4K's without breaking a sweat. (well, ok, the cooling fan kick into a higher gear as before :P )but still, when working on one of my 16x8K textures, with 20-30 layers, my 64GB is hardly enough. With an i5 it will already have a hard time to fully utilize the GTX1660super and with the 16GB it probably will handle some 4K textures, but choke on a complete 4K overhaul. (probably, as i can't speak from experience in this case). ...btw: how does an ENB speed anything up? When I run the game in vanilla ultra mode and disable the fps cap, I hit 2300+ fps. When I (fully) enable my ENB it drops to just below 60fps ... :unsure:doesn't even matter if I use 2K, 4K or even throw in 8K textures.
HeyYou
I think ENB has it's own FPS limiter. One of the ini files I think. And yeah, texture mods will EAT VRAM for lunch. :) I don't do much in the way of textures though. I have a 'green commonwealth' mod, but, that's it for textures. Probably why a lower spec machine ran the game just fine. I am running an i7 9700KF, RTX 3070, 16gb system ram, and the game runs butter smooth, even in downtown boston. No idea what framerate is.... I simply don't care. :D Gotta say, going from a 1060 6gb, to the 3070 was a MAJOR performance improvement.

So does NVidia setup let you control fps. That's not why it drops so dramatically. (I don't mind though, as I'm actually pushing it to the max in quality without dropping to a stutter) You're framerate should be around 60 anyway. As the game needs the limit, as it is tied into a lot of game mechanics. (try lockpicking at 2300fps ... )

After I upgraded hardware, there wasn't an FPS cap on the new install..... and the carriage ride was crazy...... flying thru the air, doing flips, upside down...... That was bizarre. :D
