Levelled list integration results in naked NPCs but no conflicting clothing

I created an esp to add some modded clothes and armor into the levelled lists. I now have Winterized Gunners in the armor I intended them to wear. It works flawlessly. However, I created a new set of outfits for the Wastelander NPCs that don't work. They spawn with the items I chose. No conflicting pieces. Still though, none of it is equipped. I'm used to seeing the occasional naked NPC strapped with leather armor but my wastelanders are stripped down to their bare butts. Nothing at all. I used the same methods I did for the gunners but more of the original files are used for them (due to the level based clothing options and my hesitancy to tamper with the whole hierarchy). I've gone back through and made sure everything is in proper order and though it seems to be, it doesn't work.

Is that one a separate ESP file? If it is, probably need to make something like a "bashed patch", so they all play nice together.

It is a separate esp. Aren't bashed patches for conflicting levelled lists though? My esp is the only thing altering them and what's in their inventories is what is expected.

Yeah they just decided for themselves to walk around naked in the snow. I've gotten it to work for the wastelanders now. Turns out I did have a LL conflict with NPCs Travel. I forgot it added more clothing options for them. Still not sure why it was giving them items from my LL, not NPCs Travel and not equipping them. I ran into the same issue when trying to alter raiders though. Even with other mods disabled. I've stopped focusing on it for now, my priorities are elsewhere. I'll get back to it eventually. If they wear armor without clothes, just means I have a conflict. Makes sense to me. Not sure what to do when they have the items but won't wear them.

You have to be careful, there are level lists inside level lists inside other level lists. Check "Referenced By" in FO4Edit or "Use Info" in CK for the form you have selected. If NPCs spawn naked, then there is conflict. Maybe not between level lists, but between clothing in the same level list(what biped slots they occupy). A perfect example for that are the level lists of Eli's Armor Compendium. There are accessories mixed with clothes in one of the leveled lists for wastelanders, resulting in spawning naked workshop/traveling NPCs wearing only scarf/gloves/goggles.

Yeah that's why I changed the LL that's referred to by the NPC's outfit. I changed it to my own which contains other LL's but only ones I created. So the only things that show up are items I added myself. I was spawning 20 wastelanders at a time and going through their inventories to make sure there was nothing that would conflict. I've since gotten it sorted out for both wastelanders and raiders. I started out by only integrating clothes that only occupied underwear slots so I don't think there should have been any conflicts there, though it's possible I let something slip through. After that I moved towards individual LL's for combinations of items that used additional slots. I removed LL's from all armor mods and added them into my esp and created a system to use clothing and armor slots that worked well together. Somewhere along the line the problem disappeared. Overall, it's working now and I don't really have to worry about that happening again because the initial hierarchy is now established and it's just a matter of adding new id's.

Beside Level Lists, problem may come from the form or the Outfit. Another example, this time from the base game, is the outfit of Sully Mathis. It consists of raider boss armor LL and Ushanka Hat. The hat conflicts with helmeted cage/spike armors from the LL. Sully can spawn naked with hat only.
