Shadows cast by objects onto ground/walls is perfect, grisp, accurate, and clear.

My glitch/bug happens with shodows on character model's face and body.

Base install. (I don't recall having these shadow bugs/glitches, maybe I did).
Didn't play for 8+ months.
Bought the steam quakecon sale pakage. (wow!)
Installed latest patch and all dlc.
Installed a dozen immersion mods.
Played game, and saw:
ANIMATED GIF HERE <-3.5mb file warning

Disabled every mod and dlc, only used base Skyrim.esm + Updates.esm, and shadows still messed up.

Spent 3 days off and on, trying google to help sove my problem.
1) any .ini tweaking did nothing (but it did sharpen the shadows at least).
2) installed latest AMD CCC (I think it updated my 3d card driver).
3) I have ati 4800 series 3d card.
4) windows vista 64bit, and directx11 installed.

I would really love a fix for this, but I'll setting for disabling of shadows only on character models, or it can't be that specific?
^I may have to disable all shodws! NO!

I am having a similar problem. My character shows texture shadows in the wrong areas on his face and arms and body everything else works fine. I have tried uninstalling the game five times (Didn't work). I have deleted the SkyrimPrefs.ini (didn't work). I also tried to delete the skyrim.ini (Didn't work). Is there something else I can try or have I messed up the game so much that nothing will change those meshes. When I first started playing this game I had over 100 mods and this never showed up before until now. Now I only have 6 mods and it still shows that picture up above but worse. I get all of my mods from nexus...Is that a problem because as far as I know it shouldn't matter where you get your mods from it should work regardless. Any other help would be greatly appreciated? I just don't like to be disappointed when ever I go to the character creation screen

Skyrimprefs.ini under [Display] locate

fShadowBiasScale=

Shift in small increments upwards to move self cast shadows off of the character. It also takes care of shadow striping on outdoor surfaces. Increase it too much and the self cast shadow begins to be detached from the body. My setting was around 3.5 an increase of 3 from the default .5. I did have shadow disconnect from the body but I preferred that to wonky self cast shadows on the body.
