FalloutNV.exe Missing (via gamepass)

I'm super new to PC so it's hard for me to understand a lot of what's happening. I'm trying to install mods for New Vegas and either 1 of two things (I think.) is preventing me from moving forward, either A DirectX isn't operating right or B FalloutNV.exe is not in my mod folder so I can't launch the 4GB patch or the NVSE Script Extender. Getting a "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." when I select either mod.

NVSE doesn't work with Gamepass. Probably the same for the patcher. You can mod Gamepass games, some have an "enable mods" button, but you can't use anything that changes the executable or alters it at runtime.
