Please English Since this is in spoliers I don't need to put an alert but if you must know Keening and Sunder are in the Red Mountain. Wraithgaurd is with Vivec. If you follow the main quest through you get to go to see Vivec and he tells you about the plan to kill Dagoth Ur and gives you Wraithgaurd. He also tells you that you need to go to kill 7 of Dagoth Urs minions (the named Dagoths/ascended sleepers). Two of these are in the same place as Sunder and Keening (one is is Kegnarcs libary not sure where the other one is). You can pick up keening without needing Wraithgaurd, you just can't equip it.
