How To Remove Plugins When Mod Was Already Deleted?

So I've been playing Skyrim and ran into trouble when I had Vokrii installed and had Ordinator uninstalled, Vortex and Loot ran into a cycle issue because they did the same thing and couldn't sort but it shouldn't have been a problem because Ordinator wasn't being used, wasn't installed, and I DELETED IT. Yes still, even after being deleted and having wiped every single mod for Skyrim I have all the Plugins are still there and I still have a cycling issue. I don't understand how the mod can be erased from my computer, make a new Nexus account for Vortex, reinstalled the game, and the plugins for every deleted mod can still be there.

I deleted a lot of stuff in a rage and I might not even be able to mod but first I really need to fix this plugin issue and the cycling, is there any way I can remove the plugins or even better start completely 100% virgin fresh with Vortex? If I could erase all data with Vortex then I'm assuming the issue would be fixed as I also erased all metadata on LOOT and uninstalled for now.

 

Also yes I went into a bunch of folders and manually deleted the mods from my computer, at least I hope I did.

If you have deployed since removing it and it's still there then it means it's a file you installed manually and will need to remove it directly from the data folder yourself.
