Nevermind... issue solved.

 

But I would like to know is there a way to stop horse from walking off. I get off my legally purchased horse and 50% of the time it will just walk off as if it were a stolen horse returning to its rightful stable.

 

What variable is behind whether your horse walks away or stays in spot? It's very annoying having my horse keep walking off.

These days I primarily only use horses in the early game when I'm looking to control athletics points for leveling purposes. What I do is only use horses on roadways, so that means when I dismount for anything the horse is left on a road.

 

If you compare roadways and wilderness you'll see that roadways have considerably more nav points per unit area than wilderness, plus wilderness is primarily populated by the lowest priority nav points (orange) whereas roadways are red (medium priority) and high priority blue points. I've gone off on some great explorations and never had the horse go MIA when left on a road..

 

Back when I first starting playing Oblivion (so before I had many clues about what worked and what to avoid) I was always leaving my horse in some wilderness area and then wasting time trying to find where it had wandered off to.

 

- Edit - If you get the referenceID for your horse and write it down (best to use the console for that as it will differ depending on whether or not it is armored or not ... the first two digits of the armored horse refID will differ depending on load order of the Horse Armor DLC) you can just use ...

moveto player

 

... and your horse will be moved to your location.

My guess is it's an AI package. The first vanilla horse I looked at had a single AI package of type Wander. If you open the console, click on your horse, and type TDT into the console, I think you'll see some information on your horse like what package it is executing.
