How to add mod to profile of game that's not being managed anymore?

I uninstalled Fallout 4 a while ago, but I want to add a mod into the profile now. I can't seem to access the profile without managing the game though, which requires the game to be installed. Is there any other way to access it? If not, will the mods I download at least show up as uninstalled the next time I manage the game and see the profile?

2. You can install them manually, by some mods the manger don't work.

I'm using Vortex. Also what do you mean installing it manually? How?

You can't modify a profile if the game isn't installed. I'm not really sure exactly why you want to be able to do this?

I found a cool mod, but I probably won't remember it by the time I reinstall the game, so I want to add it to my mod profile now. I also don't want to redownload a couple dozen gigabytes of a game just to modify the profile.

wh not just download the mod files and keep the archive on your system until you're ready to use it?

Yes, you can download it with Vortex and it will just sit there waiting for you to manage the game again.
