Is there a way to artificially boost some stats?

Okay after 20+ hours of finding "things" that I can not open :wallbash: because my lock picking skills are not high enough nor will they ever be if I just continue to play the game, I will finish the main questline before my lockpicking and other stats ever get to the point where I can use them, so... Is it possible to artificially boost (permanantly) some stats like lockpicking, and or science etc? If so what must I do to accomplish that? I find it really silly that I have to change clothes just to temporarily boost my science stat +5 to unlock some computer, then have to put back on my regular armor, it's just an annoyance more then it is any RPG event for me.

Anyway, Is it possible to artificially boost (permanantly) some stats like lockpicking, and or science etc? If so what must I do to accomplish that?

Thank you for your time.

Well, a way that would still be challenging, and without the use of any mods or the console, would be to find and read as many Tumblers Today books as you can, as well as the lockpicking bobblehead. Also, if you don't have it already, take the Comprehension perk, which doubles the amount of skill points the books give you. Educated perk is good, too. You can probably find a list of locations for all those books on the wiki. http://fallout.wikia.com/wiki/Fallout_Wiki

Thanks I'll try to get the bobblehead for lockpicking and see if that gets me close enough to being able to open some more locks before asking how to alter them through the console.

Much appreciated, I completely forgot all about the bobbleheads even though I've got mine sitting here on top of my computer from the CE of the game.
