Mods not loading as enabled in game

So I'm having a bit of difficulty with my mods on my laptop, for some reason whenever I try to launch the game none of the mods i have enabled both in the mods list and the plugins list show up as enabled after launching the game.

Now i'm talking about loading the game up and at the main screen clicking Mods and going to load order (T). They all show up there but i have to enable each one everytime i launch the game.

Yes they're enabled in vortex under mods and plugins

Yes that little bit of line in the [Archive] section of the skyrim.ini is in there.

I've been searching the internet all over for solutions and fixes but can't seem to figure it out.

Does anybody who has more experience then I do at this feel like being a peach and helping a fellow Nord out?

Have you actually clicked "Deploy Mods" at the top of the Mods table? If the button is flashing or you have a notification about deployment that may be the issue.

Sorry i was deployed on the boat. I was able to fix the issue somehow, I just kept repeating uninstalling all my mods and reinstalling them.

 

Yes the mods were all deployed. I've been using vortex for a while now and for some reason it had some pretty major issues on my laptop for some unknown reason.
