The order of loading mods

Hello. Tell me, does the order of loading mods work at the moment? When trying to drag and drop mods, an error appears: the json file does not exist. Wasn't the vortex.deployment file used for this before .json in the Mods folder of the game? This is for the 7Dtd game.

This is probably better reported via Vortex itself as it allows the devs to see your log file.

 

You could try manually creating that file it's asking for as a temporary workaround?
