One may assume Dagon keeps a greater amount of servants all the time, but here there is other factor; he is going to invade Cyrodiil and if successful, the whole Nirm... So is to be supposed he amassed a big army to it. Every daedra lord have his/her own realm, and as already pointed, one more suited to their moods. The Imperial Library is an excellent site to anyone willing to know the Tamriel lore. Edit: Second the above site link, it's used daedra for both, individuals and species, which makes me feel I have misused daedric for individual daedra (and indeed it seems to point to a humanoid, seeming more intelligent daedra kind), yet the 'relative to daedra' seems to apply. I also think somthing with the nine divines would be cool as well.Imagine that!
