A recent windows update appeared to break my vortex.

 

Posting this here in case some others come across the issue.

 

I ran this command from an elevated command prompt and it fixed it:

dism /online /enable-feature /featurename:netfx3 /all

I found the info in this ms article:

Note I also ran a sfc /scannow which also found broken files but it did not fix my issue even after running a full DISM repair too and reboots.

Vortex didn't break this, unless I'm mistaken the error code implies your local install of .NET framework is/was borked.
