TES4Files, if I recall correctly, was what scanned through a selected plugin (or more?) and copied every referenced resource file (loose files) out of your Data folder, ready to clean and pack up into a mod archive.

 

Chances are good it was included as an optional feature/function in one of the later tools of the TES4... family, but I don't know.

I started to peek around among all my files after I read Drakes useful answer.

 

I did find a program inside the Optional folder of TES4EDIT called Dump, or rather TES4Dump. I do not know if it is this you are looking for. I ran the program and managed to catch this text from it. I do hope it will give a clue about how to use this program? I guess it will be useful anyway really.

Syntax:  TES4Dump [options] inputfile
  or     TES4Export [options] format

TES4Dump will load the specified esp/esm files and all it's masters and will dump the decoded contents of the specified file to stdout. Masters are searched for in the same directory as the specified file.

TES4Dump -Saves will load the specified save or coSave file and all it's masters and will dump the decoded contents of the specified file to stdout. Masters are searched for in the game directory.

TES4Export will dump the plugin definition in the specified format.
TES4Export -Saves will dump the save file definition in the specified format.

You can use the normal redirect mechanism to send the output to a file.
e.g. "TES4Dump Oblivion.esm > Oblivion.txt"

Currently supported options:
-? / -help   This help screen
-q           Suppress version message
-more        Displays aditional information on Unknowns
-l:language  Specifies language for localization files (since TES5)
               Default language is English for TES5 or SSE and En for FO4
-bsa         Loads default associated BSAs
              (plugin.bsa and plugin - interface..bsa)
-allbsa      Loads all associated BSAs (plugin*.bsa)
                useful if strings are in a non-standard BSA
-d:datapath  Path to the game plugins directory
-do:value    Dump objects offsets and size and/or array count
               -do:0 nothing
               -do:1 starting offset
               -do:2 starting offset and array count  PERFORMANCE PENALTY
               -do:3 starting and ending offset, size and array count  PERFORMANCE PENALTY
-bts         BytesToSkip  = number of undecoded bytes to skip, default = 0
-btd         BytesToDump  = number of undecoded bytes to dump as unknown, default = all

Plugin mode ONLY
-xr:list     Excludes the contents of specified records from being
               decompressed and processed.
-xg:list     Excludes complete top level groups from being processed
-xcg:list    Excludes record child groups from being processed
-xbloat      The following value applies:
               -xg:LAND,REGN,PGRD,SCEN,PACK,PERK,NAVI,CELL,WRLD
-dg:list     If specified, only dump the listed top level groups
-top:N       If specified, only dump the first N records
-check       Performs "Check for Errors" instead of dumping content
-dcr         Dumps record content while performing "Check for Errors" on each element and generates a report

Saves mode ONLY
-df:list     If specified, only dump the listed ChangedForm type
-xf:list     Excludes complete ChangedForm type from being processed
-dc:GlobalDataIDlist   If specified, only process those global data ID
-xc:GlobalDataIDlist   Excludes those global data from being processed
-xcbloat     The following value applies:
               -xc:1001
                 1001 is the ID of Papyrus data the largest part of the save.

Example: full dump of Fallout4.esm excluding "bloated" records
  TES5Dump.exe -FO4 -xr:NAVI,NAVM,WRLD,CELL,LAND,REFR,ACHR Fallout4.esm

Currently supported export formats:
RAW          Private format for debugging
UESPWIKI     UESP Wiki table format [Very WIP]

TES4Export does not seems to be included.

I've tried to look around the web and am also needing the actual TES4Files as nothing else really serves the purpose
I tried the TES4Dump but it just pops and disappears from my screen, i tried bsa commander, tes4gecko and none of those have the capability to do what TES4Files is advertised to be capable of(picking the nifs and textures itself and pack them up into a bsa file)
Even tried the wayback machine and while that showed me the page, the dl for TES4Files wastn archived
