then you've either missed a step or done something else.

if you clean out or delete your data folder, then get steam to validate your game files then start the game - you start a brand new, unmodified game.

if that didn't happen, then something else you've done has given you a problem. what that could be is anyone's guess.

You may also want to go to My Documents\My Games and delete the "Oblivion" folder, then start the game via Steam to re-create your INI files.

Well, great news, I can mod oblivion again! Thank you all of you so much for your help and suggestions. That last suggestion fixed whatever issues were present.
