TGBlank
As long as you fix your grammar and ask the creator of the mod you're modifying for permission to such remake-redistribution AND credit him/her properly, yes. Fix the grammar, and for fs sake use punctuation, you make ms comma a very sad panda.

TGBlank
EEk, chill. In your first post you pretty much told you wanted to take somebody else's work, modify it, and redistribute it. No mention of giving proper credit, that is, a Very Bad Thing around these parts if you don't knowAdd on the top a lack of punctuation and grammar that made you look like a rookie with no understanding of the modding community at the very best, or a console fps kiddie who haves no qualms over stealing work at the very worse (responding in what seems, a typical troll post doesn't help on your standing). I choose to judge on the former and give you some slack. Proper punctuation makes reading easier, easier reading brings better, friendlier responses, specially when asking for help. It's also invaluable when making a mod and presenting it to the community. Proper presentation gets you a LONG way.

TGBlank
Truth, you should avoid backlashing rudely at posts, firstly because it makes people who would otherwise answer your question to either go away (this includes me, my patience haves limits, and you're getting very near them) or flame you (which gets you no answers either), secondly, it makes you look like a troll. Moderators ban trolls. If you get banned, you dont get your answer. You didn't specified that you had the permissions, so you either had them, and my warning was unnecessary, or you didn't had them, and where about to find your little mod the source of a flame war (and subsequent mass-warning/baning of accounts and lockdown of threads). I was merely trying to avoid such case. If you want to copy-paste things from several other mods into your own, it's a tad more complex than just opening them in geck. You have to copy the data manually most of the time. While you could try to open them in fo3edit or tesnip, delete what you don't want, and then merge the mods, given the depth of knowledge you've shown, you're either going to do several time-wasting attempts with different degrees of crashing and bugs, or you'll just burst your computer into flames. So.. go the lengthy manual path, besides, you'll learn quite a lot in the process.
