well turning the VPN on did fix it.. why on earth would I get throttled to less than 1mbps from gigabit internet

I was reading through this, and was thinking that it was either your ISP, or your local network (there at your home). But I'm glad to see that you got it sorted out.

If you don't want to continue to use a VPN, so that your ISP doesn't realize you're DLing from a gaming site, (tho, I do recommend continued use of a VPN) you could try altering your DNS settings to go through Cloudflare. https://developers.cloudflare.com/1.1.1.1/setup/windows/

I've been doing that for about 2 months now, and with (lousy arsed) Comcast, I'm seeing a pretty good all-around download speed performance increase. Along with never seeing any downtime, or sites that I can't connect to on a regular basis (As long as opera doesn't throw up security warnings, or security warnings per site basis).
