Constant Freezing

As the title says, Skyrim would keep freezing after playing for about 30 minutes+. I don't seem to get any CTDs, just the occasional endless loading screen and freezes; when the game freezes I'd have to Ctrl+Alt+Del and use Task Manager to end Skyrim that way.

At first I thought it was maybe a Ram issue but now that I've got 8 GB of ram, it seems that isn't the problem.

Then I thought maybe it was save game bloat and old scripts and what not, so I started a new game and it's still freezing.

I've used BOSS, used Bashed Patch and I've cleaned the mods.

Perhaps I've got too many mods?
I have 185, but I've seen people have over 200 and they seem to run the game fine.
At this point I just don't know what to do.

Sadly it doesn't matter how much RAM you have, the game engine itself can't handle any more than 3.1GB (despite saying 4GB in the system requirements).

You're running a lot of mods, many of them script intensive, which each tend to battle with each other for system resources. SkyRe and SkyTEST in particular become unstable in larger load orders. Your best bet is to trim down your load order as much as you possibly can. Then install ENBoost, which reconfigures how Skyrim uses your RAM and VRAM and takes a great deal of strain off your system.

Well, I see you've got SkyMoMod, SkyTEST, and Skyrim Immersive Creatures installed. They all do very similar things, and might even end up conflicting with each other. So I'd say you really only need one of them. I'd personally choose SkyTEST. Those three combined with the likes of Immersive patrols, etc. and I'd say that you're simply overtaxing the game engine - it's trying to load too many NPCs at once and just can't handle it. Especially since a good chunk of those NPCs have also got Wet & Cold scripts running for them as well.

If you're done with character creation you could safely remove RaceMenu and Enhanced Character edit as well. And in the same vein, if you're not using them all (and you're likely not) you could turn off the hair packs that aren't doing anything - they're just wasted plugins, even if they don't do much to harm anything by being there. Other than that, there's not much I can suggest that doesn't come down to personal preference. Though you do have a lot of mods that have multiple plugins; trim down on some of those if you can life without them, or at least see if there aren't any optional aspects of them that you could live without.

Unfortunately, a lot of the mods you've got here wouldn't be entirely safe to remove in the middle of a playthrough. Armor and weapon mods, texture or mesh replacements, they're all pretty safe to swap in and out so long as you do it carefully. But stuff like Wet & Cold, your spawn point and NPC generating mods, and particularly SkyRe have all baked data into your save that just can't be properly removed and is going to cause CTDs down the line if you remove their associated mods. So you've basically got two choices - either live with the freezing and such you've got now since trying to fix it may end up making things worse (CTDs and the like), or start fresh with a new save and try to limit the number of script-heavy plugins you install at once.
