It is already possible to play steam games well in that environment. There doesn't seem to be a mod organizer in the linux world like MO 2 or Vortex. Can one play in that world with many mods? Such as dotnet, and such. So I apologize there. :( If it's possible to do, it would require an emulator. I have some experience with android emulators, and a few others, but sadly none with running a windows emulation via linux.It seems like emus also almost always have some kind of fault or another. But most likely what you would have to end up doing is installing all the stuff via the emu. That, or just run a dual boot system. ;) search the net using Windows Emulator for Linux and Dual Boot OSand you will find information in regards to both. Again, sorry that I don't have any experience with running an emu for windows in linux, so I can't say which ones are the best, most stable, have the best options, etc. But you would also have to review how well the perform in different versions of linux.
