TGBlank
You know you pretty much admitted to using a pirated dlc, right?.
Deleted1084753User
Anchorage.esmAnchorage - Main.bsaAnchorage - Sounds.bsa You've got all three of those directly under your data directory? Also, Anchorage.esm should go directly after Fallout3.esm (position 0 and 1) in your load order. Can't really think of any other reason for meshes missing from an official content package though. edit: ok, one other reason mentioned by TGBlank there :P
buddah
Smells a little fishy, what is the source of the file? Having problems with a pirated copy, then don't ask for help here. The discussion of piracy or problems resulting from it is not allowed. If you have a legit copy, you may need the files from the windowlive folder into the oblivion folder for the game to function properly. The screenshots show the missing mesh indicator, make sure the bsa file is in the same folder as the esm files.

Deleted1084753User
I notice an anchorage mod there (think that's the one that improves the stuff in the armoury isn't it?). Have you tried disabling that? Since it's messing with anchorage there's always a possibility it's doing something weird when combined with your other mods.
