Something needs to be done about this. I understand there is a mod that does this, but it is a small part of a very big mod that I really don't want all of.

 

I started off the game just fine, killed some rats, a few goblins, and the occasional passer-by. I thought to myself, "I'm bored of this senseless killing. I want to fight a worthy opponent!" So I entered into the arena. The only things I used were a bound dagger, flare (the fire spell you start with), and summon skeleton. I advanced to Grand Champion in about 3 days, only because the stupid 9AM to 9PM rule. Otherwise I'm sure I would've knocked it out in one. the most I ever had to use was 3 flares on one person.

 

Can someone do something about this?

Already addressed by many of the overhaul based mods.

 

It is setup this way to be fairly easy at low levels, but get harder as you level. Get yourself a level 30 character to play with, and the situation is reversed, where even with the strongest spells and best weapons you're still hacking away at that rat for a few mins. Mods fix this issue as well.

it's either what vagrant said or the difficulty slider in the options menu is turned way down. if you want to increase the difficulty of oblivion without downloading mods, just turn up the difficulty!

 

but seriously, this is a good strategy if you don't have the memory or patience to download Oscuros Oblicion Overhaul, or Martigen's Monster Mod

Actually, even a small change, like decreasing the player's life and increasing combat damage can make a rather significant difference in the long run. Levels below 5 will still be rather easy, but after that things can become rather difficult.

 

However, I would suggest, at a minimum downloading either OOO or frans since these both will make changes to what spawns where, and how many places can kill you easily at lower levels.

You don't reallly need a mod for this.Just press ESC, go in options, gameplay and change the difficulty level.I have a level 60 character and an enchanted sword that deals 150 of damage on each blow.I put in 75% of difficulty and every bandit give a hard fight.

Agreed, you dont need a mod for this.

 

IVe got 100 blade, an enchanted sword with 100 weakness to fire and fire damage(mod for double enchants at once) and im level 15, with the difficulty slider at maximum its hard to kill almost anything and if your swarmed then you might aswell say goodbye
