Assets are disappearing then reappearing depending on the angle I look at

I notice there's an angle on whiterun around the Gildergreen tree that assets would disappear then reappear depending on the angle of where I'm looking. I'm using Jk's skyrim and COTN along with their appropiate patches.

 

I notice that the assets these two mods add are the ones that are reappearing and disppearing. My game hasn't CTD because of this and it just happens normally. There's not even an fps lag.

 

What's bothersome is this is more noticeable on winterhold. Large buildings would appear and disappear.

 

My question is:

Is this the limitaitons of the game engine? or is it the mods themselves? are there patches for this?
