My game was fine until I updated to 1.9. For awhile I was using an install of 1.8 which worked absolutely flawlessly and now my game cant go five minute without a crash. When I checked the folders and Files under properties they are listed as "Read Only" and when I change this attribute and check back again a second later they have been reset back to "Read Only" and I'm wondering if this is the problem. If so how do I fix this? I am using Windows 8.

Where have you installed Steam and it's games? Default installation or custom (changed the install path)?

C:\Program Files(x86)\Steam\steamapps\common\

This was where windows 8 put it when I installed it.

Have you tried reassigning "use as an administrator" to steam and skyrim (not sure exactly how this works in windows

I'll try that... I just have to figure out how.

In Windows 7 you right click on the icon. I have the barest of knowledge about Windows 8, sorry.

If you can get into the program properties menu somehow, it would also be under security.

Well, I am on the administrator account. I can confirm that. But as to why it re-checks them as Read Only is beyond me. I never used to have problems like this.

Assigning "run as administrator" to the program is separate from using an admin account. Even when your account has admin privileges your still need to assign run as administrator to the program.

A quick google search brought me to this link, which may help you.

Thanks but it didn't help. I've decided to reinstall my game back to the 1.8 configuration as opposed to 1.9 since the stability was absolutely perfect. The mods I needed SKSE for are trivial and I can make due without them so I will just press on like I did a few weeks ago. Thank you for your help, even though it did not resolve my problem.
