Before I install Broken Steel and all the other DLC

Is there a way to raise the lvl cap to 50 even with Broken Steel? Also I heard the newest patch for Broken Steel is basically a way to stop us from getting mods. So how do I work around this?

The general consensus of opinion at the moment is that using 1.0.0.15 with the fake patch is the best idea. Now for me personally this didn't work, Broken Steel was broken (heh), so I patched up to 1.4 instead and it worked fine. Fake Patch Here, you'll need the remap water type plugin as well, read the info on the fake patch download for the details. And yes, Bethesda really screwed up the 1.5 patch, it royally screws most plugins quite efficiently.

As for level cap, I would assume just changing the level cap in the Game Settings (in GECK) as usual would do the job. Whether that evil character bug still exists now that Beth have raised the cap themselves or not I don't know though.

Thanks. I'm reading the fake patch info right now. But do I install fake patch first or the DLC first?

Well, if you copy the files from the DLC from your (hidden) xlive folder into the data folder, then copy the fake patch in and use Fallout Mod Manager to setup the load order (Fallout3.esm first, then Anchorage, ThePitt, BrokenSteel, FakePatch, assuming you have all the DLCs) and start the game, you should be sorted. You can copy the remapwatertype plugin as well, just don't select it with the mod manager until you need it.
