That's the Crysis Nanosuit by junin/JSBlack. It can't be hosted here at Nexus, but if you look, you can find it.

Looking for an animation mod to change the way my character holds his one-handed guns. Is there one that works with all one-handed weapons, mods or not? I'm getting kind of tired of the 50's gangster style look when shooting people in the wasteland.

There really aren't any. You can get a new SMG animation from Alternative weapon attack animations and Fallout 3 Re-Animated is looking like a promising project once it gets finished. Other than that, sorry.
