[Glitch] Enemies freeze upon death

When I kill enemy npcs they sometimes just freeze in place and are unable to be looted. I haven't had this issue before, but that was before reinstalling windows so something may have changed that I haven't seen. I use a few mods, but most are for weapons or armor. Saving and reloading solves the problem temporarily. Killed a raider that got frozen. Saved and reloaded and they regained their physics and fell to the ground. Right after that I killed another raider and they froze on death.

Did some testing without mods and found that it is most likely a mod that causes the issue.

Does anybody know a fix for this issue?

I see this once in a while as well... but, usually, it's just one guy/creature. Everyone else in the area seems fine. I have not been able to come up with a cause for it..... I haven't tried saving/reloading to see if it fixes them though.... Post your load list, lets see if we have anything in common.
